New method to test plants' response to fire

A team from the National Institute for Agricultural and Food Research and Technology (INIA) has developed a new method for identifying the flammability of plant species by using a device that measures how construction materials react to fire. The technique, which is being presented this week at the Fifth Spanish Forestry Congress, can be used to improve fire risk maps.

The research has been published recently in the Journal of Fire Sciences and has been carried out as part of the EU's Sixth Framework Program FIRE PARADOX project, which is backing the development of new methods to prevent and extinguish forest fires using "innovative and integrated" approaches.

A group of researchers from the Forest Fires Laboratory (CIFOR-INIA) has applied a "mass loss calorimeter" – a device used to study how construction materials respond to fire – to forestry samples. "This allows us to study the flammability of plant species", Javier Madrigal Olmo, one of the study's authors, tells SINC.

The flammability trials measure the speed at which combustion starts and develops, as well as the amount of heat emitted by the sample during the process.

In order to measure these data, the researchers first put the plant sample in a special basket, "which is unique in the world", and which simulates natural conditions. The material heats up "constantly and uniformly" with a conical heater, and the gases rise up through a chimney, with a "thermopile" at the end, which registers the heat emitted.

"This methodology gives a very good reflection of how combustion takes place in conditions more like those found in the field, which is why we suggest it could be used to improve the classification systems (league tables, risk indices and flammability maps used in the Spanish autonomous regions), which to date have been based on tests that provide less information, or on those carried out in laboratory conditions far removed from reality", Madrigal tells SINC. "This would allow forestry managers to prioritize their preventive actions according to the tree species in the area".

The creators of this technique, which is being presented in Ávila this Thursday at the Spanish Forestry Congress, have shown that flammability varies according to the humidity of the sample and the type of species. For example, it is higher for the Aleppo pine (Pinus halepensis) than the Maritime pine (Pinus pinaster), while the flammability of this species is higher still than that of the Kermes oak (Quercus coccifera). Madrigal says that one of the investigation strands within climate change research focuses on how global temperature increase will affect plant physiology, "and this is influenced by factors such as humidity, and related to flammability".

Press conference in Athens for the “next day” measures after the recent wildfires in the region of Athens

A press conference was held in Athens yesterday 2.9.2009 with the initiative of the Geotechnical Chamber of Greece (which members are the forest and agro engineers of Greece) and the Greek Bar Association. For this press conference were invited and participated the chairman of the Forest Faculty of the Aristotle University of Thessaloniki, the chairman of the Agricultural University of Athens, the president of the Medical Association of Athens, the director of WWF-Greece and the president of the Hellenic Society for the Protection of the Environment and Cultural Heritage. The press conference was covered by the most important state and private TV channels of the country and was attended by a large audience.

Our Fire Paradox member Antonis Mantzavelas (Omikron Ltd.), who attended the conference as the President of the Permanent Committee for the Management of Wildfires, of the Geotechnical Chamber of Greece (GEOTEE), pointed out the absolute need for the establishment of a road map for the prevention of the disastrous impacts of wildfires, under Integrated Wildfires Management Plans, oriented as a first step in specific and “hot” areas like large WUIs, archaeological and historic monuments, natural reserves, etc. and having the following objectives:

1. understanding fire benefits and damages in order to minimize the net social costs of fires,

2. preventive reduction of fuels including prescribed burning,

3. preventive reduction of unwanted ignitions and integration of traditional fire use,

4. suppression strategies for reduction of wildfire propagation including the use of suppression fire, and

5. immediate and long term rehabilitation actions

It is important that for the first time in Greece the above framework, that represents the approach taken by the Fire Paradox project, was not only presented but also adopted as the proposition of the Geotechnical Chamber of Greece, which has the institutional role of technical advisor, to the Greek government. We hope that it is a promising beginning.

From our partner Antonis Mantzavelas, OMIKRON Ltd., Thessaloniki, Greece. "Let me give you a closer feedback of the last WEs' fires in north-east Attiki (the region near Athens). The fire lasted for about 48h and was extincted after burning about 10.000 ha with casualties in houses and other infrastructures, but not in human lives, and of course heavy impacts for the environment and the quality of life for the inhabitants, if we remember also the impact on the environment of the big fires in the region, in 2007 and 2008.

The area concerned is Athens suburbs, a typical WUI. The main problems raised for the fire services in the fighting efforts were : (a) the low density of the forest road network, as the area is a residential area, not managed from the forest service, a problem that appeared also in last July's fires in Marseille, and (b) for the same reasons (residential area with high recreational and real estate value), the management of the fuels is simply not existing. Of course PB is forbidden in Greece (for the moment), but in such cases, I am not sure if it would be the chosen option if it was legal.

As in many cases (as perhaps always), the point is that prevention efforts in not very politically and in terms of the media interest, friendly subject of discussion. What we (as foresters) try to make clear at every level is that it should be a law establishing the obligation of consistent and integrated Prevention Plans with state and local applicability, revised regularly, with clear objectives, measures and budget, specifically for the WUIs."

Tout à la fois espace de production, de protection et de loisirs, la forêt Corse témoigne d'une richesse biologique sans pareil, d'une valeur économique à fort potentiel et d'un attrait touristique indéniable.

Ce patrimoine d'exception est chaque été sous la menace d'incendies. Bien commun, la forêt est un patrimoine qui nous concerne tous et qui doit nous mobiliser tout au long de l'année et plus encore à l'approche de la saison à risque.

Une journée pour les familles Ludique et pédagogique, FURESTA NOSTRA se veut être un moment d'information, de découverte, de balades et de rencontre pour tous les curieux de la nature, petits et grands, avec tous les acteurs mobilisés pour nos espaces naturels sensibles.

Les objectifs de cette journée sont multiples :
Informer le grand public sur la nature et les missions des acteurs qui gèrent, travaillent sur ces espaces mais aussi assurent son développement et sa protection.
Faire découvrir la richesse du patrimoine forestier de la Corse et les activités de loisir qui s'y rattachent
Faire comprendre que la protection de la forêt est l'affaire de tous

Les activités se déroulent sur un circuit entre le Col et le hameau de Vizzavona. Une navette gratuite assurera le transport en continu entre les différents sites de 9.00 à 19.00. Les Chemins de fer de la Corse, partenaires de la manifestation, proposent ce jour là une réduction de 50% sur le prix du billet au départ de toutes les gares de l'île.

Un événement avec tous les acteurs de la forêt FURESTA NOSTRA réunit tous ceux qui au quotidien travaillent à la protection des espèces, l'aménagement et la valorisation des massifs forestiers mais aussi ceux chargés de la défense des biens et des personnes face à l'incendie : les Institutions, organismes et collectivités locales mais aussi des socio professionnels et des associations de protection et de découverte de l'environnement.

La forêt de Vizzavona Idéalement au centre de la Corse, située pour une part sur la commune de Bocognano et d'autre part sur la commune de Vivario. Bien desservie au niveau routier, elle dispose aussi d'un atout majeur, la gare qui permet de relier l'axe principal Bastia-Corte et Ajaccio Située sur le territoire du PNRC, on y trouve aussi la ‘'Casa di a Natura'', structure d'hébergement dédiée à la découverte et à la protection de la nature qui accueille des scolaires et stagiaires tout au long de l'année. Dans la forêt de Vizzavona, forêt territoriale gérée par l'ONF, sont situées aussi la Maison forestière et la ‘'Casa di a furesta '', structure de l'ONF accueillant des expositions permanentes ou temporaires. Ce site est aussi un pont de départ du GR20 et accueille de nombreux promeneurs que ce soit sur les sentiers comme celui menant à la Cascade des anglais ou pour découvrir le Parc aventure.

Les organisateurs Cette fête est organisée chaque année en juin sur le territoire d'un adhérent de l'Entente pour la forêt méditerranéenne, Etablissement public créé en 2008, qui regroupe 14 Conseils Généraux et 14 Services Départementaux d'Incendie et de Secours des régions Corse, PACA, Languedoc Roussillon et Rhône Alpes La Collectivité Territoriale de Corse est la première Région du Sud Est a avoir adhéré, aussi à titre symbolique la Région Corse a été choisie pour accueillir la manifestation en 2009.

Les coorganisateurs sont : l'Entente pour la forêt méditerranéenne et ses adhérents sur la Corse , l'Office de l'Environnement de la Corse et l'Office de Développement agricole et rural de la Corse représentant la CTC ,le Conseil Général et le SDISS de la Corse du Sud, le Conseil Général et le SDISS de la Haute Corse partenariat qui s'est élargi au Parc naturel régional de Corse , à l'Office national des forets , à l'Unité d'intervention de la Sécurité Civile n° 5 de Corte et aux communes de Bocognano et de Vivario. Les chemins de fer de la Corse et RCFM Frequenza Mora se sont également associés à la manifestation.

In the Spring dynamic, a new newspaper is born in the Fire Paradox project scope and so it follows the philosophy of the same "Living and working with fire". The Paradox is an "international newspaper for professional of fire use".

This edition portrays events that happened in 2008 in the Fire Paradox domain, with several articles and sections that will be regular. This first Paradox presents a supplement in portuguese and to Portugal with the name Paradox pt. These two documents are available at the end of this page.

IV INTERNATIONAL AFE "FIRE AS A GLOBAL PROCESS" CONFERENCE

The Association for Fire Ecology (AFE) has recently announced the call for Paper/Abstracts, Poster Presentations and Workshops for the Fourth International Fire Ecology and Management Congress: Fire as a Global Process to be held in Savannah, GA, USA from Nov. 30-Dec. 4, 2009

The 4th International Fire Ecology and Management Congress will provide a forum on global wildland fire research and management. Featured invited speakers will put contemporary wildland fire issues into a global context. Concurrent sessions and a poster session will cover a wide range of topics and issues, including both contributed papers and special sessions developed on specific themes, all with a central focus of global fire ecology and management.

Some FireParadox Members are planning to present results during this conference.

The primary themes of the conference will cover a broad range of topics, including: • Fire Effects • Integrating Science & Management • Fire Behavior • Landscape level issues • Fire history • Role of Technology • Human Dimensions

Because fire ecology and management are multidisciplinary studies, the 4th International Congress will provide opportunities for fire and land managers, scientists, resource professionals, agency administrators, local government representatives, consultants, university staff, students, and the concerned public to learn from each other.

The deadline for Special Session proposals has been extended until September 1st 2009
